Okay guys, here's a weird one I can't figure out and can't find anywhere on the forum.

2001 F-250 XLT Diesel V8 with about 300,000.

Within the past couple of weeks my power windows and windshield wipers have developed a peculiar problem. When I first get in the truck and start it, neither the wipers nor the windows will work. After about 10-15 seconds, they work fine. They don't have any issue after that 10-15 seconds and seem to work fine.

Obviously it's not a fuse, so I'm wondering if it's a relay that's failing. I can't find where the two would be connected, but that that's not surprising. If it is a relay, does anyone know which/where said relay may be? If it's not a relay, the what the heck is going on here?
