First check that the fuses are good. Take a voltmeter and be sure to check both sides of the fuse. The taillights, check and make sure you have voltage at the brake light switch. Do your turn signals and emergency flashers work? The brake lights work through the turn signal switch.
On the cigarette lighter, again, check to see if you have voltage at the lighter. If yes, then either bad ground or bad element.
Stock radios have a separate inline fuse to check.

The brake lights work through the turn signal switch. Since you say your signals and flashers work, the next thing I would check would be the brake light switch. It's up under the dash at the top of the brake pedal assy. Pull the plug and check the switch for continuity when the pedal is depressed.
