Whats a good replacement headlight kit brand that doesnt cost a ton for a 1997 f350

Unfortunately most any new assembly will suffer that same premature aging, as you've noticed the aftermarket stuff amazingly quickly.
OEM replacements if available would be very expensive, the aftermarket stuff goes bad so fast---tough decision what to do.
There's no good way to "restore" the headlight housings as most of that discoloration comes from inside----the plastic gets cooked by heat of the bulb.
A cheap restoration kit works in the short term but even with the best products it doesn't help with the inside. As silly as it sounds I'd scout eBay for the best deal and buy a set knowing full well in a year or two you'll be repeating that step.
With such a nice looking truck and if it will stay on the road I'd plan on replacing them every couple years.
