The "open" time with contact cement is quite long, so when gluing woven fabric apply 2 or 3 coats light enough to not soak thru let the previous coat dry before applying additional. Do a test piece, apply the glue to fabric and substrate, allow to dry then stick down about 1/2 the fabric sample and press down firmly with brayer or rubber sanding block. Now try to remove fabric. Should it come loose check to see which is not holding. Note upholstery fabric with a rubberized back will glue better than uncoated, but will not stretch over curves as well. Most upholstery fabrics will be available in coated and uncoated back versions.
