Ed was talking about the FICM reading at 48v... not those your showing. Those numbers look fine with KOEO just before starting the truck. That 11.7v shows that the the glow plugs are on and it should jump up to 13.5+ after they turn off.
Your IPR is fully open at 14.8 and it should go toward 84.8 when its closed/closing. ICP should go north of 500+psi and start. If it takes a little to get there, the air test will show (by sound) where to begin looking. Remove the oil cap for left side and a screw cap in approximately the same location on the right side in the valve cover to listen for escaping air once your IPR is commanded closed an your giving it shop 130psi air.
You may not have FICM programmed into your scan gauge yet.

Further diagnosis was beyond my capabilities so I asked my trusted mechanic who reccomended a former partner of his who started his own business about 10 yeas ago specializing in diesels and specifically Super Duties. When I showed up there were 3, 6.0's in the shop.
Well he got back to me today and said that after they ran their diagnostics after letting the truck sit overnight they determined that I need a new HPOP with an estimated cost of $1700 for material and labor.
Does this sound reasonable?
