Looks like a good deal. That compressor wheel looks identical to Beans Diesel Air Force wheel with the same 7/7 design. US Turbo Systems also has an ebay store with similar pricing, and other options.
I really like my Barder 4/4 wheel for towing my 5th wheel. It is the exact same as the RiffRaff 4/4 wheel. I used barder Turbo Service because they had the same rebuild kit with the 360 thrust washer and they balanced it all for me.

I got all of my stuff from Riffraff and Dieselorings. It's not like you rebuild the turbo very often anyway. I pulled mine off at 275K and it still looked good. I got the 4/4 billet wheel from Riffraff and it's great. Cured my compressor stall too ("chuffing"). There's other options depending on how much you want to spend on a wheel. The rebuild kit and anti-surge wheel will probably cost about the same or less to get from Clay at Riffraff anyway (including shipping).
Here's the stuff I used:
http://www.riffraffdiesel.com/compressor-wheels/
Garrett GTP38 Journal Bearing Rebuild Kit - Riffraff Diesel Performance
Garrett 12pt Replacement Turbo Housing Bolts - Riffraff Diesel Performance
Replacement Turbo Housing bolts - (12 point metric bolts)
Some things I learned from doing this (no matter where you get the parts from):
*** GET A 1/4" DRIVE 12 POINT 8MM DEEP SOCKET! You CANNOT do the rebuild without one. Period. ***
I also bought the 12 point bolts for the housing. There are 5 for the compressor side (Riffraff kit). If you are going to replace all of the outer housing bolts there are also another 7 on the other side that hold the outlet housing on for a total of 12 (I bought the rest from dieselorings). Not required but at 12 years old I figured I'd add an ounce of prevention and some peace of mind.
