Heater Hose?

Still working on my 89 E 350 7.3 IDI
There is a T in one of the heater hoses that goes to the bottom of the radiator What is it for and do I need it.

That T sends warm/hot coolant dwn to the bottom of rad to warm up your trans oil cooler in the bottom of rad before every thing gets up to the operating temp

Is it a dead end I don't see a return? This is my first diesel so I'm seeing/learning a lot of new stuff.

The small hose that comes off of the heater hose should go dwn to bottom pass side of the rad and connect to a fitting there. the inside of that fitting is a small office hole. There is no return hose coming back up.
