Floor and defrost work Dash dosent
The floor and defrost vents work. It just stays on defrost when you try to use the dash vents. The actuator seems to be working fine. I can watch the arm move through all the motions. and I cant find ANY vacuum leaks. Yes I looked at the hubs and under the hood. Thank you very much in advance. May be moving to alaska and kind of need my heater to work properly. . . .

If that doesn't help...What is the condition of the vacuum hose at the hub...check it all the way up the brake line. Some are spongy from years of car washes and wheel cleaner...I found some on a friends truck that were like soaker hoses for a garden.
Are the hubs stock EOSF? Do they work properly? Have you had the hub assembly apart? If so, or not, there is a plastic spacer/shim/washer F81Z-4228-BA in there that has slots in it and if it is turned the wrong way, it will prevent the hubs from working correctly. Someone else could have assembled it incorrectly. The slots need to face inward toward the engine.

Then, if the above has not worked, drop your glove box and make sure that all of the vacuum hoses are connected properly in the block in the upper left...I think the red one is the most critical in your case once you make sure you have vacuum on the main line feeding the block.
The other end of the red one should connect to a different vacuum actuator that you cannot see until you remove your ashtray and look behind it.

all the vacuum hoses look fine. If the pump isnt running excessively and the door actuator funs through all the motions wouldent that indicate some kind of blockage? Like a mouse put a bunch of crap in there? Everything really seems to be functioning fine. It will do defrost and floor and it does them separately. . . just not vent. Like I said the vaccum pump runs for maybe 30 seconds tops.

I've sent a link to a proper test. It will let you know whether things are really fine or if they just look fine.
Have you looked at the vacuum connections behind the glove box? If one of those is not connected, particularly the red one, the vents won't work. As stated above, the vents have a separate actuator.
I had a friend that disconnected his red line whilst trying to fish wires up behind the radio.
