Are you familiar with procedure? It's important first to make sure fuel pump has correct volume, and pressure. Once that's verified, set the float level to proper level. If not, it will never adjust correctly.
On older carbs without power valve protection a defective valve will make a smooth idle impossible without mixture screws turned all the way in. Usually carb instructions have idle mixture screw(s) set 1 and 1/2 turns out from seated. First set idle to spec, and then adjust idle mixture screw(s) for best idle and highest RPM or vacuum. Then reset idle RPM back down to spec. Hope this helps.
