01 E150 No Air Blowing Anywhere

I'm stumped. Blower motor works fine. But no air coming out of any vents not even the defrost vents. Replaced motor on passenger side thinking the actuator was bad. Nope. I did noticed the silver plunger just to the right was not moving on any setting. I though it should open the door for max AC? When I physically operate the plunger it does open the door and sucks air in.
I checked the fuses they seem to be fine.

You've got a vacuum leak from the Function Control on the dash leading to the individual vacuum servo's, solenoid's, motors or whatever you call "those silver things".

The Function Control is an electro/vacuum switch BTW.
