The marker lights are grounded to the body/box frame, in most cases, the mounting screw/marker light is rusted out, losing the ground to the body.
There is only a 12v positive wire to the marker lights, "feeding" voltage to the bulb, and the the negative ground wire is attached at some point to 'ground' the entire body.
Replacing the rusted out lights, with new mounting screws usually solves the problem, and if needed, add an additional ground wire from the box/body to the frame to ensure a good ground source.
