1994 F250 E40D TRANSMISSION FLUID CHANGE?

I have 1994 f250 7.3l international/navistar engine. engine code k.
with E40D transmission.want to change transmission fluid and drain fluid from torque converter,and from looking on youtube I have seen that most f250's have a rubber plug that you remove than crank engine manually until you can get to torque converter drain plug.however on my 1994 f250 we have a metal plate right after oil pan with a metal tube extended out.can anyone tell me what this is for,and if I remove this plate will I be able to then get to torque converter drain plug.
