new turbo, way less power.

Hi,

I just replaced my oil leaking turbo on my 05 with a used 03 turbo. It has noticeably less power off the line (like none) and even when floored there is no push you back in your seat power. It also only makes twenty pounds boost.
note, I split the turbo in two to clean it and added anti seize to variable vanes and unison ring. It went together perfectly.
The turbo is definitely spinning as the loud whistle is there.
Anything I should look for?

Make sure all your cat tubes are tight as well as ypipe.
