Ts chip problems

Hello my name is Luke and I'm currently new to this forum. I don't mean to beat a dead horse here but I've looked and looked and looked and no luck with people having my same problem. I have a 99 Ford F250 7.3L manual with the 6 position TS Performance Chip. The truck starts/runs great and switching between positions works fine. Now the problem I get is my chip high idle works fine and dandy but when I switch to any other position and drive my truck I have no power. Like if I'm in overdrive doing 50 it'd probably take me a minute to get to 60. Like the chip is robbing the truck of power. Now I've figured out that when I hold down the ON button for my cruise control it seems the chip engages and I get the chips added power. Like impressive but I have to hold the ON button for my cruise control to get the power gain. Now I've taken it out multiple times I've checked the terminals I cleaned off and seem good. Is their something I'm missing here or do I need my ECU remapped? Any advice would be great, Thanks ladies and gents.
