to test the mechanical fuel pump on the block, remove the line coming from the fuel tank. rig up a boat gas tank with the line from the portable tank into the fuel pump and see if it starts. if it does the problem is between the tank and the pump.
remove the gas cap and have someone listen at the fill neck while you blow air into the line from the fuel pump back to the tank. of no bubbling is heard,the line is blocked.
if only air is hear blowing out of the tank, it is out of gas.

One other thing, If the pump on the block is bad, you most likely have a bad diaphragm, Check your oil to make sure you're not pumping the gas into your oil pan. You'll take your bearing out if you get it started and it's loaded with gas. Also, I believe there is a gas filter around the left rear wheel in the frame, that probably couldn't hurt to be changed anyway.

Well between work and the cold. I had time to take a quick look. It does have a mechanical pump. Before the just before the pump someone has put a clear fuel filter in line. I when ahead and shook the filter and it is full of gas.
So it leads me to assume that the pump is drawing from the tank. (If this darn weather ever breaks). I will disconnect the line to the carb and see if it is sending fuel.
Can apump draw from the tank and not push to the carb?
