Back to working on my truck

Back to working on my truck
I started working on my 53F 100 not too long ago and when I got to the pedestal rockers, QUIT. Never worked on those before and can't get information that agrees. So here are some questions about the engine:
The ID number shows it to be a 1976, 5 liter truck engine
Shimming the rocker arm bolts does not change the valve adjustment but does change where the bolt torque comes in at. Right?
I line up the timing marks on the gears but the timing chain cover indicator, which is located on the drivers side, does not line up on the harmonic balancer 0 degree mark which is about 45 degrees to the passenger side. Do I have the wrong cover, balancer or both? This engine came in the truck and was running fine except for a rod knock and oil leak which is why I tore it down.
Is there a maximum torque that should be reached on rotating the engine over without plugs? I had the engine bored out .030 over to removed some cylinder scoring and now have nice new pistons, rings, cam, and bearings. I did use plenty of assembly lube.
For now I am going back to the body work rebuilding the four corners of the cab from scratch. I am aware I can but the replacement corners, but where is the fun in that? I want to fab my own.
