An impact on the pitman arm puller bolt won't do much besides break the puller. Pitman arms typically pop off pretty easy. What you can do is to smack the bolt head with a heavy hammer to shock the arm loose while it's under pressure. It's designed to take that kind of punishment.

I have done some of that but have not really let it have it. What about heat on the arm itself?

Well I beat on it for several minutes to no obvious effect. Put a little heat on it. Just a couple of minutes with a blow torch and it came right off. Now I just have to get the box past the exhaust. ..
