whats wrong with my idle!?!?

whats wrong with my idle!?!?
my friend that worked on my van turned the idle up cause he thought it would make the van run cooler. im trying to turn it back down. what does this screw do? how can i adjust it correctly?

It definitely looks like it would adjust the idle. Back it out and see if it does what you want.
