To check voltage put the rear end up on jack stands.
At the RABS test connector C143 connect a Digital Volt-Ohmmeter speed in + and speed in -.

Does the voltage increase smoothly and continuously from 0 to approximately 3.5 volts AC as vehicle speed increases from 0 to 30 mph as it should?

You might also try driving it with the RABS module unplugged and see what happens.
