No it shouldn't unless there is a problem with EGR valve. But even if everything is working correctly you still need to block of both ends of the EGR system to prevent fresh air getting into the exhaust or getting drawn into the engine where it will mess with the A/F ratio and make the motor run bad. I suggest installing a piece of sheet metal between the valve and intake and plug the exhaust manifold with whatever you can get your hands that will seal 100%.
