I just bought a 2007 Expo EL Limited from an individual and in order to start it, I have to turn the key to the on position and wait three seconds for a chime and then I can turn it over to start it. If I don't wait the three seconds and turn over right away, the vehicle wont start and I have open and close the door, set the alarm, disable the alarm, open and close the door and start the process over. Is there anyway I can change the setting to where I don't have to wait the 3 seconds and I can just start the truck normal? Google has failed me.

Sounds like an aftermarket alarm. You might want to go to an installer for help with that.
