92 460 missing terribly

I'm looking at a super clean 92 f350 dually 2wd but the mechanic claims that the "valves are bad"and out needs newvalves , Now I've never had a late model 460 but you just don't hear of engines having valve trouble anymore or I don't anyways so I'm leaning more towards a bad injector or a bad vacuum leak, what do you guys think?

This may help I put a hot battery on it and started it up and it does run rough and has some what of a tappet click under the valve covers but I think Alot of that is due to not running in a long time, I noticed Alot of raw gas coming out of the exhaust in as a white fog....it almost seems like its a firing issue but I'm not as knowledgeable on these big blocks as I am on Windsors
