OBD-II "vehicle not responding"

Anyone else have issues with a code reader not connecting with the vehicle in need of repair? I've got the Auto Xray EZ scan 6000 and on three vehicles its told me "vehicle not responding". One was an early EFI 302 (I have the Ford OBD-I cable but it still didn't work), my wife's 2000 S10, and her 2001 Oldsmobile. I brought my power probe home from work and the Olds has power on pin 16 and ground on 4 and 5. I have to wait about another hour before I can check power/ground on the S10's plug. I've tried configuring the scanner to GM specific by year (and a year on either side just in case) and using OBD-II generic with the same results. Anyone else had issues like these?

Don't have a lot to offer, but a couple thoughts

1. Does the scanner still work on other vehicles? I assume that it did before.
2. Is it possible that you have a low battery in the scanner? I don't know if they all have batts, but mine does.

Yes, in fact I tried it out on our 2011 F-150 and it was able to read live operational data. Its also worked on her parents 2007 Duramax. I didn't get power on pin 16 for the S10 til I changed the cig lighter fuse, but it still gives me the same message.

Check your lighter fuse. The lighterfuse provides power to the diagnostic connector. Without power you can't read. If you have circuit tester check the upper left or lower right most pin depending on how your connector is positioned, it should be hot and have power.

Ok guess I should have read the whole topic. Hmm some cars you are not able to communicate with. Our inspection machine won't read some cars but our friend Marshall across the street his identical machine will connect and read data.

Are you sure it's not a CANbus only reader?

It actually cant read CAN, someone told me to check ALL the fuses. I checked them all and they're fine, maybe have to try another scanner. It'd probably be easier to burn the p.o.s to the ground, the S-10 was a stupid move anyway.

I have the same problem in a 97 Ranger. Vehicle not responding, and my scanner reads everything. I'm going to try checking all fuses especially the cigarette lighter fuse. After that...I don't know if it is a computer failure or not. Some say that it would not run at all if the computer is out. It does run although very poorly at high-speed. I just freshened up the heads, and apparently this has been an on-going problem with this vehicle as several shops couldn't get scan-tools to interface. If anyone has any thoughts on this matter, I'd greatly appreciate them, and if I discover whats up with this problem, I'll post my results.
