I got a filter from Napa that had a small thumbscrew on the bottom to drain water out. I switched to a 7.3L filter head so I can't give you the part number of mine as the 6.9 and 7.3 filter heads are different. I usually buy my diesel kleen at Wal Mart, but some other guys might have cheaper sources.

You can get a fuel filter heater that wraps around the actual filter. F250 has a link for it. I would wire it in with a relay and use the old heater wire to toggle the relay. There are a lot of fuel heaters out there. Try googling it and see what comes up. You probably don't want one that uses coolant as a heat source as it relies on the engine to be warm before it is effective.

Use the hot wire from the old heater as the trigger wire.
