'55 Headlight mounting panel - glue?

'55 Headlight mounting panel - glue?
On my '55 I found a white glue/caulking substance on the bottom front and sides of the flat panels that the headlights and grill assembly mount to. These panels mount to the inside fenders.
I can't figure out what the stuff is or if I need to replace it with something when I reassemble everything.
Anyone know what this stuff is and what its intended purpose is?

Now that I know what PO is I should further explain where this stuff was. It wasn't like somebody caulked the gaps, this stuff was on the edges of the flat panels where they butt up against the inner fender. It seems as if these parts have never been disassembled since the truck was new so I am inclined to think the caulk (?) was factory installed.
