master cylinder

Why would they put single bowl? Cost. In addition, it should have still kept the brake fluid in the 'other' side of the system that did not leak. When you step on the pedal, the pistons in the master move, trapping the fluid as the piston passes an orifice. The fluid on the 'other' side should not have disappeared, and should have still kept the brakes working.
The 'failure' was likely just what you get brake-wise when you lose the disk half, long stopping distances. I'd bet a donut that the operator still had brake pedal during the 'failure'.
Take a look at a cutaway master, and you'll see that a single cavity reservoir should work fine.
