No power at FICM

No power at FICM
I have an '05 EX with 100000 miles. I was having starting issues so I tested the FICM. 28.4 volts at idle so I ordered a new one from swamps. The new one came and I have no power to the FICM.
I don't know how to test the big fuses so I switched #304(FICM) with #305(trailer power) and it made no difference. There was a little chaffing on the center FICM plug so I checked the wires and re-taped them. One battery was weak so both have been replaced. I have been working through the no-start list in the tech folder but got hung up on the no-power issue at the FICM. Is there another fuse or relay that I can check for the FICM? I did have 2 codes come up just before I cahnged the FICM. One was for low power on injector #5 and the other was low turbo boost. I erased the codes to see if they would come up again. I won't do that again.

Do you have a wiring diagram for the FICM and PCM? There are a number of different fuses and relays that take power to the FICM and PCM via multiple points. Not only the main power fuses, the big ones, but the smaller ones that power the relay coils will need tested. I could post my wiring diagrams, but the fuse numbers would be meaningless since mine is a different year.
You test the fuses by removing them and testing continuity with a meter.

I now it's been a while, but I just found this thread. I'm having the same problem for the same year and model truck. Do you have a diagram?
