Google "OBDII", "OBD-II", "OBD2", "OBD-2", etc and you'll find many of them. I happen to have (and use) Alex Peper's stuff.
For Ford-specific OBD-Theory, visit www.motorcraftservice.com and download the manual appropriate to your vehicle.

The scantools, or computer scantool software that'll display graphic PID's are nice, cost more & with a laptop are more cumbersom to use, aren't really needed by most folks & most of us don't want to get our laptop dirty, unless it's an old one dedicated just for automotive work.
The Pepper system sounds like it offers a lot for the buck, with lots of graphics displayed at one time, so thats probably really nice for repair shops, but you do need a laptop to use it.
So if you have a laptop, like & can use lots of graphics in a trouble shoot, from what folks that have used it are saying, it sounds like a good bang for the buck.

I havent Looked to much My Hand held scanner will do a Bunch of tests for OBDI
But Nothing Like My OBDII Stuff for obdII theres alot of stuff out there
What I usually end up doing to my OBDI auto is Use a DVM and backprobe the Sensors if you have a Way to Read Volts then you can go along way The majoirity of these sensors report in Volts The PCMs dont Know what Pressure or Temps are all it knows is Volts
