I haven't seen many of those since the alarmists were warning us of the forthcoming ice age back in the late-70s. I thought the old trick was to slip in a piece of cardboard that's cut to fit so it doesn't fall out. And with cardboard, you can add some minimal holes for a bit of cooling air. I wouldn't want something in front of my grille where it can flap against the grille's finish (chrome or painted), nor collect road debris to create more abrasion against the grille. And to be honest, I haven't tried making a cardboard radiator barrier because it rarely gets that cold here in southeast VA.
