For the automatic trans GCWR ranges from 10k-18.5k depending upon gearing, and for the manual it ranges from 11k-16k depending upon gearing.
1990 F250/350 srw 7.5/E4OD with 3.55 is rated at 15,000 lbs GCWR*
1990 F250/350 srw 7.5/E4OD with 4.10 is rated at 18,500 lbs GCWR*
* Properly equipped with towing package
Manual transmissions are rated less.
So your TRUE towing capacity is not a "set" number, but the difference in what your trucks weighs loaded (not necessarilly at its GVW, but what you normally carry for cargo and people, as well as what options your paticular truck has) subtracted from the GCWR and the remainder is what you can tow. Legaly.
Things to remember - A heavy fancy crew cab 4wd truck tows less than a stripped regular cab 2wd. And don't exceed your rear axle (RAWR) with a heavy fifth wheel load. Any lift or bigger tires will reduce the GCWR's, but since Ford clearly states that larger tires should not be installed in the owners manual, this is up for grabs.
I am sure your newer truck is about the same - you can find the GCWR ratings in your owners manual. The axle ratings and GVW ratings are on your drivers door jam.

Again - if you read what I have posted, and followed thru on figuring out all of the exact weights involved, YOU can determine what your truck is capable of, both from Fords recomendations as well as legaly.
There is no way that I, or anyone else on this board knows what your exact truck weighs and what your exact towed load weighs are.
About the only absolute number that anyone on here can come up with is what Fords maximum GCVW is for X engine, with X transmission with X rear axle ratio. Unfortuantly I do not have your year owners manual in front of me, so I posted relative numbers for the 1990 model year as a example of how Ford rates trucks and the variables involved.
Given that, unless someone else has a owners manual that covers your model year, you will have to consult your owners manual for your paticular trucks GCVW with whatever your paticular trucks rear axle ratio is.
Again, there is no one that can say with any authority, from either a legal, insurance or Ford standpoint, given the information that you have posted about your truck, if it capable of towing 10-12k.

I'm in PA and the truck is stickerd for Class 5, which is 11,000-14,000 lbs.
I am getting ready to purchase a horse trailer that has a GVWR of 16,000 lbs. I don't know what the empty weight is but I'm sure it is over 6,000 lbs.
Since I will be hauling horses for ourselves and not a business, am I supposed to stop at all the police weigh stations?

Legally, the very MOST you can pull with the 7.5 in your DRW is 10,000lbs. Your truck is not legally rated to haul more, no matter what your state thinks. A 6000lb horse trailer plus three horses and gear, basically.
It's not just about how much the truck can pull - in fact, it's more about what the truck can stop. And the OBS trucks don't have the best brakes ever; one of the big improvements that came with the follow-on SuperDuty was much larger and more powerful brakes that increased the towing rating. Well, that and a chassis that didn't flex quire so badly.
1995, F-350, Crew Cab, 4x2, E4OD, 460, 4.10 gears: GCWR 18,500#; max trailer 12,500.
The truck in my sig weighs right at 6000 lbs with no tools or gear, and only about half of my fuel tank capacity.
Add 500# for the longer cab, #300 for the dually with extra tires and another couple hundred pounds for gear and you'll probably be over 7000# curb weight.
Now that leaves 18,500 - 7,000 = 11,500 lbs for the trailer; note this is less than the 12,500 for the max trailer listed in the towing guide. Go with whichever limit you reach first.
You also need to check your axle limits (I don't have the rear dually axle dry weight or rating off hand to help you with this). If the trailer loads the rear axle to its maximum rating before reaching 10,000 lbs total for the trailer, than your new limit for that combination is 10,000 trailer.
