Rocker arm bolts

I just replaced a blown head gasket on my '76 F150 4X4 360 motor.
I had to take both rocker assemblies off to get the pushrods out in order to pull the intake to get to the heads.
After all the work was done, and trying to bolt back on the rocker arm assemblies, the 2nd bolt from the back on the driver's side wouldn't go in all the way. I understand that this bolt is differnent (something to due with oil supply), but I just took up the extra space with washers enough to tighten it down. I watched it run without the valve covers on, and that side has a LOT more oil than the other one. Does this matter? The other side is lubricating, but not nearly like the other one.
I still don't know why the bolt wouldn't go all the way in. I couldn't see any obstructions in the hole, and that same bolt fit the other side (same location) just fine.
Any thoughts on this?

When you had all the bolts out and together ,Were they ALL the Same Length ?
It sounds like you might have inadvertently put a short bolt in a deep hole and tried to put a long bolt in a short hole.

Rocker arm bolts

Actually, I left the bolts in the rocker arm assembly, but those 2 were a touch (1/4 inch or so) longer. From what I read in Steve Christ's book, they're supposed to be (at least in the 2nd hole from the firewall). Again, that bolt fit the other side just fine (and only in that hole) but wouldn't tighten up all the way in any other.

My copy of Steve Christ book says long bolt goes in the second hole from the front on the left side and second hole from the back on the right side.
