I'd be surprised is there's many legal lap belts around. Most times i've had to get a roadworthy certificate the've knocked it back for minor fraying in the seatbelt, so I've needed to replace them. Getting hard to find now; the last one I did ('77 2wd) I used the inertia reels from a '78 LTD, and swapped them left to right. They worked great.
Just allow any policeman to see behind the seat. They will soon realize there isn't anywhere visible for a shoulder belt to have been or should be. They were optional for many vehicles back then and the plolice should have been trained to identify this just as they should know when a car never had any safety belts. Police should pay more attention to something more serious and important to the public interest like... well I wont go there.
On a side note: How do those custom hotrods get a legal title all while having no safety belts? I know, I should ask this in the proper forum, but it just crossed my mind.

I believe they register the vehicle as the year it was supposed to be produce. Altough some states have a differnet set of laws regarding speciality or kit cars.

I believe most states start with the basic federal guidelines that say whatever safety equipment the original maunfactor equiped the vehicle with, must NOT be removed.
Do a search in this forum, there was a thread awhile back that had a link to where to buy a 3 point belt kit you could use in these. It included a plate you mount behind the cab corner and the belts. I think it was $150 or something. That might have been per side too. Well worth it for added safety. I'll be adding them to mine when funds allow.
i happen to know from my own experience that (in Okiehoma anyhow...) any vehicle (factory equipped or otherwise) after 1969 is required to have lapbelt AND shoulderbelt for any passenger as well as driver in front seat (excuses of missing parts, or mechanical difficulty notwithstanding). PLUS- an officer can stop the vehicle simply for observing the driver not using a shoulderbelt; so we seem to be at the mercy of the officer as an individual; moreso than before.
I don't think there was anything after 68/69 that didn't have some sort of belt factory was there? Seems like it was around that time it was manditory, might have even been earlier.
