Help with truck ID and interchangeability of 1.5 ton/COE frames.

I have a 39-47 COE cab w/o a chassis and picked up this donor/parts truck. I think the donor is a ‘41 1.5 ton. Not positive on the 1.5 ton rating, but it has dual wheels and 158” wb. Numbers on the frame and engine appear to read *99T364xxx*
My questions are:
-Do those numbers and pic

indicate a ‘41 truck and chassis?
-Is the big truck chassis with the regular cab the same as COE?

If the early COE's are anything like the 48 and later ones, they would be totally different. The steering is completely different, and there's going to be all sorts of brackets and mounts that would not be the same, and may not transfer over from a COE chassis to conventional.
