Near the outer, upper corner (driver's side of the left headlamp and right side of the passenger's headlamp) there is a tiny, hex drive shaft sticking out from between the upper crossmember and the plastic of the bezel. I think its something ridiculous like 4mm or smaller. Give those a few twists and you will see the vertical focus begin to shift. The mechanism is actually a right angle gearing that runs an adjuster screw at the bottom of the headlamp assembly.
I tried to adjust it with a pair for very small vice grips. But it wouldnt budge. So i went to the local auto store (Murrays) and got the head light adjuster.
I cant even get these things to turn even a little.

Possibly. I had to replace a headlamp assembly that the gearing for the adjuster had crawled out of its housing. The gearing consists of two plastic crown gears at a right angle to each other. The only drawback to this is the fact that I only know that because the gear housing had disintegrated. Normally the gearing is sealed inside the assembly. If you can remove the assembly you may be able to get some type of lubricant to seep down the adjuster shaft and into the housing to get things moving again.
