Mounted up or down?

I'm in the process of installing the tail light and license plate bracketry on my '46. In photos I've seen the license plate bracket mounted both above and below the tail lights. Which is correct?
Also, which way are the tail light brackets supposed to be orientated? Are the tail light mounting holes in the brackets supposed to face up or down? My brackets are flat without the dogleg. I would sure appreciate some guidance with this.

License plate bracket below the tail light; mounting holes face down.

That's what I thought. The confusing thing (for me) is, I've seen them mounted both ways in various photos of our trucks.

I've looked and looked but can't seem to find a picture of the proper position of the tail light mud shields. Do they both mount to the front side of the light brackets? Sorry for all these questions, I'm starting from scratch and wasn't able to document how all this was originally assembled.

Left side with license bracket
