2003 Expedition service engine soon light blinking
First off, I've tried at both Auto zone and Advance auto to get the codes but it will not read. How can I get this fixed and any idea how much? I'm not able to work so money is an issue..... The expedition just started alternating solid and flashing the service engine light. It is running a bit rough at speeds below 40 mph but seems to smooth out a bit above that. The ac also doesn't seem to be cooling as well as it was previously. It is a 4 * 4 but we keep it in 2 high 99.9% of the time. It just had an oil change about 2 was ago. Can anyone give me any ideas of what to do next? Without being able to get the codes I'm at a loss. It is the only vehicle we realistically have to use to get to the doctor and grocery shopping, etc..... Thanks in advance!!
A flashing SES light indicates that the engine is experiencing a severe misfire, the type that is prone to causing catalytic converter damage. It would behoove you to get it fixed ASAP before you end up with an even bigger repair bill to replace a damaged converter. The most common reason for such a misfire is a failed coil-on-plug (COP) and/or it's companion spark plug.
The most common reason for a failure of a scan tool or code reader to connect to the vehicle is a blown fuse for the cigar lighter. Your owner's manual will tell you which specific fuse to check.
Without the fault code(s) all one can do is guess and that's even more expensive in the long run.

Thank you. We always try to fix our vehicles ASAP but with the tester not working I was at a loss. I didn't know if it was most likely a fuse, a defective internal testing cable etc. We do have a fuse that should fit so as soon as I can get in to the fuse box I'll replace it then take it back to get the code. This just started the last time driven so hopefully no real damage yet. It is only driven a few times a week. Usually no more than 10 to 20 miles one way.

The machine wouldn't even come on. I have been told it is most likely that a fuse is blown. I have tracked down where the fuse should be but so far have been unable to reach it. I do have a 20 amp fuse that should fit. It is supposed to be the fuse box under the right side of the instrument panel. It looks like it should be accessed behind the cigarette lighter but so far I haven'tbeen able to pop it loose. I'm concerned that I may bust the molding. Thank you!
I believe the fuse panel is in the passenger side close to where the passenger right foot is.
I have an Autel OBD2 scanner that just hung when i connect it to my nav but if use the adapter using ForScan on my laptop it works. Some scanners might not work properly on our trucks.

The fuse box is not behind the lighter or under the instrument cluster, it is in the in the passenger side foot well, just ahead of the front door, #39 is the one you want. It would be easier to plug something it to see if it powers up than crawling around in the foot well.
If the scan tool wouldn't power on, that means that pin 16 of the OBDII port was not supplying power. As pin 16 is powered by the same fuse as the cigar lighter, check the relevant fuse. If, by some chance it happens to be good, there's a problem with wiring that is well above the challenge level of checking a fuse. Therefore, check the fuse FIRST.
