It sounds like the belt tensioner is hitting it's wear indicator stops. If so it's time to replace the serpentine belt because it is stretched to it's maximum.
Ok I went and bought a new serpetine belt and put it on and the noise is still there so its not the belt what would be your second guess of what is causing the rattle noise

Did you first check to see if the wear indicator on the tensioner was all the way over? If it wasn't then there was no need to replace the belt. Next thing to try is to remove the belt and run the engine for 1/2 a minute to see if the noise goes away. If it does the noise is belt related, if it doesn't then it's obviously something else.
you could try remove the serpentine belt and run the pulleys, if they freewheel then it's time for replacement (there should be some resistance when trying to spin the pulleys)
at the same time you can start the car and listen for the noise, if the noise is still there then it's not the pulleys but something inside the engine (could be timing chain related)
Was the video shot with the engine warmed up? Or was that right from turn of the key?
Mine sounded like that when I first turned it on, then it would go away. A bottle of Lucas Oil Stabilizer later, no more rattling.
If it "squeals" when you hit the gas (usually around 2K RPM) it's probably an idler, alternator, or AC compressor bearing. I replaced all my idlers and tensioner, and am now in the middle of the stupid AC bearing.
