Likely the fuel pump is not getting the signal from the computer that the engine has started, so it does not enable the pump. The system will 'prime' for 3-5 seconds when the key is first turned from OFF to ON. The engine will start & run on that prime, but will fall on its face if the pump(s) are not energized after start.
You can bypass that with some switches & relays, not really thinking through the list of needed parts. One should not bypass the inertia switch on the floorboard behind the top of the carpet/mat, under the heater. It protects in case of accident or rollover.
The pump should be powered [via the fuel pump relay] when a jumper wire is put into the EEC-IV test port. It will run full time with a jumper used to retrieve codes, or should.
