I'm thinking the block heater may use somewhere in the 700-950 watts / 15-20 amp range.
700 - 950 watts would equate to around 6 to 8A.
The block heater is around 1100 to 1200 watts which is around 10A.

This is a good idea. Keeping the block heater plugged-up for an extended period of time is a waste of money.
I have an 03 live in Florida and mine came with one. Check again It's behind the pass side tow hook..It's hard to see and it has a zip tie to keep it in place. I had a hard time finding it also. I'm sure it's there.
