I have a 2004 so no sticker but I know that the full level is now the min mark on the degas bottle, question is, is that with the motor running at normal operation temps or motor off after it's completely cooled down?

Hot. Running or not doesn't matter.
BTW, mine has been running near the original full mark for several thousand miles now, because I inadvertently over filled it after my last flush. It has not puked a drop. I tend to think the whole overfilled thing was just a bandaide coverup when they first started having all these 6.0 issues. If your truck is in perfect condition, the coolant level will not be critical.

The level should be at the "MIN" line in the degas bottle at operating temperature. Overfilled coolant levels will cause coolant to vent from the degas bottle cap.
