I think you guys are missing two of the obvious positives here...
Plastic animals and glue are cheaper and easier than bondo or sheet metal...so every time you get a rust hole, glue another animal on it and no one will be the wiser.
And I'll bet the guy has never gotten a speeding ticket in that thing...even the hardest of the Highway Patrol wouldn't have the heart to write one. They would probably figure he has enough problems as it is...
Ok problem solved there are a bunch of Tiki statues on ebay how bout somebody buy some an talk trade with this person. Then after you get this truck take it to a car wash an let it take all the crap off either that of power wash the crap out of the thing. An then take all the stuff thats on it an drop it off to them an show them a nice clean truck like it should be. Either that or somebody steal the thing an take everything off an paint it like flat black or something so they would not recognize it
