I need a compressor for air tools (impact wrench, sander, grinder, etc) and would like to look at some sanding/blasting, maybe even priming (but no painting). I am looking at this one, is it over kill or is it not enough?

I have one they are okay. But CH is going overseas for way to many of their parts now. The pump is made in india and the motor is made in brazil the tank is us made but notice the safety rating on the tank that was what shocked me only rated for 200 psi at 450 degrees not much margin for error. Compared to my 1997 quincy which is rated at 300 psi at 550 degrees. Have you considered eatoncompressor.com they have very could service and stand behind what they build and their units are very quiet.
I have an Ingersoll Rand and I love it. They have all different types too, even used. So you should be able to find one good for grinding or sandblasting.
I have an 80 gal. 7.5 hp Craftsman about 12 years old. I paid under a grand for it and it has done everything I could ask including driving 5" nails when my pole barn contractor burned out his portable compressor.
