my front brakes seem to lock a little to easy when it is wet out.
the pads and rotors look fine. they feel like they could need some bleeding, pedal feels a little spongy every now and then.

Sounds like the rear brakes are not doing there share of the work. Have you checked the rears ? I have a 92 F-150 that did something similiar to what you are experiencing. I'm not sure if a 95 F-250 has drums or disks on the rear. I know 97 and up have discs. My 92 F-150 has drums on the rear. All I had to do is adjust the shoes out a little. In my opinion drum brakes are more prone to this type of problem. I would make sure the rears are adjusted properly. If the rears are OK, make sure the fronts have not been contaminated with grease or oil, that will cause grabbing.
i have had the truck a little over a week now. i took it and got new tires and had them check the brakes, in order to get the rear drums off they had turn the drake adjuster. there was a small lip on the drums. they looked ok, maybe another 5,000 miles to go. and when they put it back together i saw them readjust the brakes back to where they belong. so i believe the rears are fine.
if i dont find anything wrong i will problaly change the calipers
I've found this on my '02 SD as well, it tends to have a very front biased braking. It's almost like I feel the rears, and then suddenly the fronts grab and really slow things down. It's dangerous on snowy/icy streets as the front wheels tend to lock really quickly and take away your ability to steer.
As far as I know the brakes are all still in A-1 condition, only 22,000kms, and no real heavy towing or loads.
Is there any way to adjust the balance between front and rear brake pressure? ie, decrease the pressure applied to the front brakes.
