I want to strip all this crap, rust, dirt etc. off and use something like POR and an undercoating on it. My question is what is the best way to get all the crap off or neutralized that I cant get to with a wire wheel, or sandpaper?
What's the best way to restore the underside of the bed in general? Step by step instructions would be great......
if i use a rust preventative primer, and then spray an undercoating over that, how much surface rust do i have to get off? I really wish i had a blaster, but i don't so i'm trying to figure out ways to do the best job on this myself without spending a ton of money.

I had little to no rust under the bed but I did have 38 years worth of Georgia red clay under there. Guess it "protected" the underbed!!
I just used a 3000 psi pressure washer, sanded what I could and then sprayed undercoat.
May not be the best solution, but I figure if it hasn't rusted out in all this time, I'm not gonna worry about another 38 years!!
if you want to do it right, take it off,pressure wash it ,undercoat it and reinstall.not hard to do.iff your in a nonsalt area,just clean it good and apply some new paint.
i would suggest seeing if a friend has an air compressor and you can buy a sandblasting gun for like 100 bucks or so just to get the corners me personally im paying 500 bucks to get my truck media blasted and im powdercoating the frame and rinolining the bed bottom and cab bottom as well as some other areas . the rust PREVENATIVE primer does not remove rust it just covers the area and will help to postpone rust for a decade or so
