Rust fighting

First understand difference between HEAVY RUST at my tailgate and SURFACE RUST at my bumper. Second in rust fighting all is about primer. Finish can be whatsoever.
For HEAVY RAST I tried this systems so far:
PRIMER - TOPCOAT
1.Rust reformer ( nothing, junk in rust fighting ) - oil base paint (result nothing)
2. Cold galvanizing compound - water base paint ( hold for a few months but not permanent)
3. 1K epoxy (hotrodders would jump it is not epoxy at all) - oil based paint (little better then 2. but temporary again)
4. Next year I will try POR-12
Surface preparation in all 3 cases was vaire brushing, remove lost rust all way to black rust, but not more then that because removing that even with phosphoric acid would be night mare.
For SURFACE RUST only one God is on Olymp - Cold galvanizing compound. I used it at entire underside of my truck. I didn't bother to take more rust then loose one. I just wash my truck undernit. This work and photos are here to proof it
