Hi guys,my son in law has a 99 7.3,build date on truck is march 99. 2 weeks ago hes taking off from a stop sign and theres no throttle I thought it was the throttle postioning sensor that checked out to be fine and today hes taking off and it stutters then takes off good for a quarter mile then dies and wont start. he changes cps and its hard to start but when it does start it and spits and sputters then starts running fine after about five minutes he says. now it has to crank over and over at least 4 or 5 trys. before it would start right up, any ideas on why its hard to start now would be greatly appreciated.
Have you checked the basics? How old is the engine oil and is it full? What brand and weight oil is he using? How long since the fuel and air filter were changed? Has there been a check engine light come on during this episode?
Have him stick a meter on the batteries while cranking just to rule out voltage as an issue with slow starts now.
the engine oil is new and hes using rotella 15-40, the fuel and air filters have about a thousand miles on them. no check engine light. i will go out and have him check the voltage while cranking. what should the voltage be during cranking. thank you for your help
Have him check both batteries while cranking (different starting attempts). Check voltage with key off (usually 12+V), then key on (usually drops around 1V), then while cranking. Dropping below 10.5 is time to be concerned. If it briefly dips down to just below 10.5 don't worry. If it gets down to 8, charge, then get the batteries load tested.
Any smoke out the tail pipe while it's chugging up to normal idle? If he unplugs the ICP sensor does it start any better? Have him check the HPOP reservoir level before he tries to start. Does it start up any better if the engine is warm vs. cold? No offense about the new oil, but has he checked to verify it's full right now as opposed to last week?
while cranking the batteries are reading 11.45 and 11.48,nosmoke out the exhaust pipe.
what is the icp sensor? and where would it be located? no offense taken he checked it today and it was a few quarts low. the hpop is about three quarters of a inch from the top.it starts the same cold or warm.
OK, voltage is great while cranking (GP's are not coming on so you might need to check the GPR unless the truck was hot when you just tested this). Oil level in the HPOP sounds good. 3 quarts low in 1,000 miles is a significant leak. Where is the oil going? Find the oil leak and that may solve the problem. If there is no sign of a leak, have him remove the fuel filter and see if there is any signs of oil in the bottom of the fuel filter bowl (injector o-rings).
The ICP sensor is located on the front inboard side of the driver head about even with the fuel filter bowl.
I am not sure this will help but twice now mine did not want to start with in the past two months, The first time I tried and tried for bout half an hour and it would not start, I put jumper cables on it and it fired up like normal. The second time I cranked on it for bout 20 seconds, stopped, let it glow again then it fired up like normal. After the second time I heard a click that sounded like it came from the center of the dash right before it fired up. both time the motor was cold first thing in the morning. I would say try to start it with jumper cables on.
it will start he just has to crank it over and over about 4 or 5 times. the batteries check out great. we dont know what it will do in the morning after it has sat all night.

If it starts when it is cold (albeit with a lot of work) but dies or will not start when it is hot, suspect the IPR of sticking or the IPR o-rings are just shot.
