It's putting a vac controlled valve in the hose going to the heater core. There are several different ways people have done this, I think if you use the search button you'll come up with several threads. I just went to NAPA & got a valve & put in the hose coming off the pass side head then teed the white vac line on the pass side floorboard under the glovebox. It does make a pretty good difference because the heater core has coolant going through it all the time. Like I said use the search button & you'll see the threads with some good pics & different ideas to do this.
There are many variations from manual valve to vacuum controlled valve to one valve in either the supply or return for the heater core or the Ford Ranger valve that couples across both lines. There are pros and cons to each as well as how much work and cost you want to go into this.
Like I said, my 03 came with it but it is noted to be an improvement, but not much of one. I was putting new heater hoses on anyway and AC Delco was a fraction of the cost for OEM. Since the AC Delco ones did not have the fitting to connect to the firewall (which is one reason they were so inexpensive), I took the opportunity to buy the Ranger valve and install it. My OEM vacuum line connects only to the MAX A/C setting. After installing the valve it made a noticeable difference. Now on hot days my cab gets pretty cool instead of not as hot as outside.
Our trucks don't have a climate control system as much as adjusted flow across the heater core, which is inefficient. My wife's A/C in her SUV will put icicles on your eyebrows when it's 110F outside.
Guys:FYI: ANY replacement heater hoses WILL NOT have the quick-connect fittings-they are on originals only to aid in speeding up things on the assembly line.
I replaced all my hoses a couple of years ago and bought all Gates stuff-the heater hoses are plenty long enough and you just slip them onto the heater core nipples and use a plain old screw clamp like many folks have been using for years.
