mid install return line help...is this needed?

Photoshop.com - 2010-08-20 11.03.11.jpgok, 2nd cylinder back on drivers side had this "adapter" thingy on top of the return line fitting and under the steel fuel line fitting. looks like it has been leaking but is it necessary/ why was it there and no where else? I don't want to put it back on if it isn't necessary or is defective.

That's the pulse adaptor for the timing sensor for when you set the timing. It needs to be there, or it affects the timing for that cylinder when the line is shorter. On trucks it's usually on #1 cylinder, but I suspect this is a van, so it may be elsewhere.

Yep, Pulse Timing adapter. I can't see why it would be any where but #1....but what do I know?
