If the ICP went to over 2000 PSI when sensor was unplugged then the IPR was closing to increase ICP which to me means a good IPR and bad ICP sensor. What I don't understand is why it wouldn't start with ICP sensor unplugged.
I'm confused. Are you replacing the ICP sensor or the IPR?

Now that I think twice about it with the ICP sensor unplugged there is no way for the PCM to actually read the ICP. Just a brain fart on my part.
