That nails it right there Robin. I was seeing 60% dc and somewhere around 200 ICP when cranking.

If the ICP went to over 2000 PSI when sensor was unplugged then the IPR was closing to increase ICP which to me means a good IPR and bad ICP sensor. What I don't understand is why it wouldn't start with ICP sensor unplugged.

The 2k reading is default with the sensor unplugged, I'm guessing the IPR was stuck open, thus dumping the pressure.

How dumb do I feel. Now that I think twice about it with the ICP sensor unplugged there is no way for the PCM to actually read the ICP. Just a brain fart on my part.
