Your mileage sounds about right! I do about the same amount of mileage, in both city and hwy, and my mileage is about 15-16mpg. I have a '97 Expy, 5.4, with a K&N air filter.:
Sounds typical although you might be able to do a little better. I see ~15 around town now in my 98 EB 5.4L 4x4 w/ 3.73. (Improved from about 13 after a "tune-up" at 58k.) I found that you can do much better using higher grades of fuel, though whether or not it pays for itself varies with the price (differences between grades) of fuel. I've seen the high side of 20 on the highway with just intake (Airaid) and exhaust (Gibson cat back) mods, about 18 or so chipped on 93 octane (many hills, no babying, loaded to the gills.) I'll be trying for max mileage on the road during the holidays next week.
I love my K&N. Did it first before exhaust. Definitely an improvement when you do both upgrades. Somewhat 'airy' sounding, but what would anyone expect?
